In this article, Tito Boeri and Roberto Perotti identify the main limits of the decree aimed at providing liquidity (decreto Liquidità) for Italian businesses. In particular, the authors explain that more efficiency could be achieved if the State guarantees applied exclusively to the businesses that were hurt the most by the new Coronavirus, and only to additional financing, as opposed to that already existing. In the article, the authors recognize the practical nature of Action Institute’s proposal by Stefano Visalli and Carlotta de Franceschi to provide liquidity to enterprises.
