Credit is vital to Eurozone firms. SMEs create 80% new jobs and fund 80-90% through bank loans. But banks are not lending: they cut over €600bn of loans to non-financial firms since the crisis, 12% of the initial stock and twice the size of the European high yield bond market. InnovAction is a project which will investigate, through a series of round tables, three economic sectors: Digital, Tech/Clean Tech and Life Sciences. The objective of this series of round tables is to get insightful recommendations and suggestions from some of the most successful Italian entrepreneurs who already experienced the difficulties of their industries, on their way toward the success.














The proposal of Action Institute aimed at improving access to credit for Italian small and medium enterprises (SMEs). The proposal focuses on SMEs’ loan portfolios, which negatively affect bank balance sheets and are hardly refinanceable. The main purpose of the proposal is to create an investment vehicle, on the basis of the “Fondo di Garanzia” (Guarantee Fund). The vehicle would be capitalized with European structural funds (10 billion euros, approximately) and would serve as a guarantee for banks’ SME loan portfolios.
